Successful CQM-C Certification Training: A Milestone Achievement in Partnership with USACE Japan District

We are thrilled to announce the triumphant completion of the Construction Quality Management for Contractors (CQM-C) Certification Training, held on August 14–15, 2025, at Camp Foster Library in Okinawa. This two-day, intensive 18-hour course, conducted entirely in English and led by the exceptional Ms. Victoria Okudera from the USACE Japan District, exceeded all expectations and delivered outstanding results for Okinawa's defense construction community.
Key Highlights from the Training
Full Capacity and 100% Success Rate: We met our ambitious goal of training 32 professionals, filling every available spot. Even more impressively, all participants achieved first-time passes on the certification exam, demonstrating the high caliber of instruction and the dedication of our attendees.
USACE-Recognized Certification: Every student now holds a USACE-recognized CQM-C certificate, valid for five years. This credential equips them to excel as QC Managers, Alternate QC Managers, or in roles requiring compliance with DoD construction contracts, ensuring safer, more compliant, and higher-quality projects across the region.
Comprehensive Curriculum: Under Ms. Okudera's expert guidance, participants delved into critical topics including the Three-Phase Inspection Process, developing, and managing Quality Control Plans, submittal management, safety, and scheduling with NAS, documentation and testing per ER 1180-1-6, and hands-on training with RMS 3.0 and NAVFAC Electronic Systems. This tailored program empowered attendees with practical tools to drive excellence, efficiency, and regulatory adherence in DoD construction endeavors.

SAME Japan Post proudly hosted the event, providing the venue and logistical support, while USACE delivered the world-class training and official certifications. By uniting our resources, we've not only advanced individual careers but also strengthened Okinawa's overall capacity to deliver superior DoD projects—on time, within budget, and to the highest quality benchmarks.
